The Municipality of the County of Kings engaged Brighter Community Planning & Consulting (BCP) to complete a review and provide recommendations regarding inclusionary zoning as well as bonus zoning.

Darren Shupe, Senior Planner for BCP gave a presentation on BCP's recommendations to the Municipality at the Planning Advisory Committee meeting held on September 12, 2023 and the committee approved a Public Participation Meeting to receive both stakeholder and public feedback.

A Public Hearing was held by Municipal Council on Feb 6, 2024 with Council giving Second Reading to the amendments later that evening. These amendments are now with the Minister awaiting Approval.

File Update: This application has been converted from a rezoning to a development agreement. The nature of the proposal has not changed. The application from Julie Skaling proposes the development of a campground at 5734 Highway 358 (PID 55014534), Scots Bay.

This application was reviewed by Planning Advisory Committee on March 12th 2024 and received a positive recommendation to Municipal Council to give initial consideration to and hold a Public Hearing regarding the application.

Aaron Ewer of Halyard Developments has submitted an application on behalf of SAG Developments Inc. to develop a vacant parcel of land with frontage on both Collins Road and Steeple View Drive (PID 55037139), Port Williams. The proposal would permit a total of 127 residential units consisting of 3 apartment buildings having 33, 33 and 32 units each. A maximum height of 4 storeys is proposed. Additionally, 29 one unit dwellings are proposed.

At its meeting on January 11th , Municipal Council gave the application Final consideration and approved the application. The decision of Council has been appealed to the Nova Scotia Utility and Review Board. Application to amend the development agreement registered on three parcels of vacant land near Summer Street and J Jordan Road (PIDs 55354385, 55008627, 55384796), Canning. The proposal involves an amendment to the site plan that would enable the development of a portion of the approved residential units within multiple smaller multi-unit dwellings. No additional residential units are proposed.

Municipal Council approved this application at its meeting on July 18, 2023. The decision of Council has been appealed to the Nova Scotia Utility and Review Board. The application was reviewed by the Planning Advisory Committee (PAC) at its meeting on March 12, 2024 and PAC has made a positive recommendation to the Council.

Next step: Municipal Council will give Initial Consideration to the application at its meeting on Tuesday, April 2, 2024, at 6 p.m. in the Council Chambers of the Municipal Complex.

It has come to staff's attention that all the relevant proposal information was not provided in the initial Public Information Meeting. The planner initially assigned to this file has departed the Municipality. A new presentation was created and recorded by the planner now assigned to the file.

A new Public Information Meeting will be held in the community at a date to be determined, notification letters will be sent out and an Ad will appear in the local paper.
