Grants and Funding

Each year, the Municipality of the County of Kings offers a range of funding opportunities to support initiatives that help strengthen and enhance quality of life across our community of communities.

We encourage you to explore the programs, apply early, and contact us with any questions.

Community Grants

The Municipality of the County of Kings has adopted Policy FIN-05-018 Community Grants to support the work of registered non-profit community organizations providing programs, infrastructure, services, and events that align with the Municipality’s Strategic Plan. Through this Policy, seven (7) grant programs are available to support a wide range of community initiatives. We encourage you to explore the programs, apply early, and contact us with any questions.

Community Festivals and Special Events Grant - (Application Deadline APRIL 1, 2026)

Helping to build community pride, the Community Festival and Special Events Grant supports community organizations with costs associated with festivals, fairs, special events marking civic or national holidays, and other significant occasions highlighting local achievements, culture, and heritage.

Funding Assistance Available

Major Event with an expected attendance of 5,000 or more for the duration of an event that happens over multiple consecutive days.

  • Up to $2,000 per day to a maximum of $10,000 for the entire event.
  • Eligible days must have at least four hours of programming provided or endorsed by the host organization.
Festivals, Fairs or Special Events
  • Up to 25% of estimated costs to a maximum of $1,000 per day and $2,000 for the entire event.

  • The event must be open to and designed to serve the residents of the County of all ages and abilities and recognize the unique character of communities across the County.
  • Preference will be given to events within the Municipality of the County of Kings boundary, and those with no admission fee.
Applications are due no later than April 1, 2026

On April 1 all applications received will be reviewed and considered for funding; should any funds remain after this date, applications will continue to be accepted until the program end date of March 31 of each year, or until such time as the budget has been fully expended.

Please Note: Sporting events, tournaments, or training camps are not eligible for this grant.

Park, Playground & Trail Grant - (Application Deadline APRIL 1, 2026)

This grant supports the maintenance of active living infrastructure and capital projects valued at under $50,000. Funding helps communities maintain and enhance public parks, playgrounds, trails, and related assets, improving access and opportunities for active living.

Funding may be used to support maintenance, development, and/or expansion of existing infrastructure, but does not include the purchase of land for future development.

Funding Assistance Available

Community Parks & Playgrounds
  • Capital: 50% of costs to a maximum of $7,500 per park or playground.
  • Maintenance: 50% of costs to a maximum of $7,500 per park or playground.
Trails
  • Capital 50% of costs to a maximum of $25,000
  • Maintenance 50% of costs to a maximum of $20,000
Important notes:
  • Funding for trail development or expansion is capped at $600 (six hundred) per kilometre of trail.
  • ‘Capital’ is defined as an item with an acquisition cost of $2,500 or more with an estimated useful life over five years including, but not limited to, such items as structure, apparatus, and building renovations.
  • Resurfacing of an existing trail qualifies as maintenance.

  • Where the trail involves Crown land, the applicant must have a Letter of Authority from the appropriate jurisdiction having authority.
  • Proof of liability insurance for at least $2,000,000.
    • If applicable, this insurance must also name the Municipality as an additional insured.
Applications are due no later than April 1, 2026

Where a deadline falls on a weekend or holiday, applications are due at the close of business on the first business day following the deadline.

Emergency Funding

Unanticipated events that cause damage and threaten use of the trail or park or that pose a risk to personal safety may qualify for emergency funding, subject to budgetary availability - Please contact the Municipality for more information.

Please Note: The development of new parks, playgrounds, and trails are considered Strong Communities based capital projects. Projects valued at or above $50,000 will be directed to the Kings Vision Grants Program.

Kings Vision Grant - (Application Deadline APRIL 1, 2026)

Kings Vision Grants contribute to the Municipality’s vision of being a community of communities where all people belong.

This grant assists organizations undertaking major capital projects that align with one of the five Key Strategic Priorities of the Municipality’s Strategic Plan:

  • Strong Communities,
  • Environmental Stewardship,
  • Economic Development,
  • Good Governance, and
  • Financial Sustainability.

Funding Assistance Available

  • Maximum: For any one initiative up to a maximum of 50% of the cost of a single project can be awarded.
  • Minimum: The minimum eligible request to this grant is $25,000.

Additional Eligibility Requirements

Please review the general eligibility statements listed in the Community Grants Policy.
  • Projects must be ready to commence within two years of the application date.

Applications are due no later than April 1, 2026

Please Note:
  • Kings Vision Grants are not awarded for operational costs.
  • Organizations awarded a Kings Vision Grant are ineligible to apply to this program for 12 months following the completion of a project.

Community Hall Assistance Program Grant - (Application Deadline MAY 1, 2026)

To assist with capital repairs and renovations of halls, the Community Hall Assistance program contributes to the ongoing preservation of halls that are available for community use.

Priority for funding is given to those projects that are directly related or attached to the hall structure and address structural safety and integrity.

Funding Assistance Available

Capital Project, Renovation, or Upgrade
  • Up to 50% of project cost to a maximum of $5,000

*If the Renovation or Upgrade is to enhance accessibility, up to an additional $2,500 may be available.

Operational Assistance
  • Up to 50% of total annual operating costs to a maximum of $1,000
Important notes:
  • Applicants are eligible for both Capital and Operational funding; however, finances reserved for a Capital project cannot be included in the total operating costs. Separate itemized budgets for operating and capital requests must be included with the application.
  • ‘Capital’ is defined as an item with an acquisition cost of $2,500 or more with an estimated useful life over five years including, but not limited to, such items as structure, apparatus, and building renovations.
  • A "Community Hall’ is defined as a general meeting space for gatherings outside of faith-based worship or education.
    • If your space does not qualify under this definition, please see the Councillor Grants to Organizations page.
  • Applications relating to faith-based organizations are only eligible to apply for funding through the Councillor Grants to Organizations or Community Hall Assistance program with projects or initiatives relating to accessible community space available for public use.
  • For accessibility upgrades in excess of $50,000, applicants should apply to the Kings Vision Grant Program.

  • The community hall must be open to the public.
  • The applicant must have authority to manage the property through ownership or a long-term lease of at least 10 years.
  • Halls must provide proof of current fire insurance.
  • Confirmation by the Municipal Fire Inspector that the Hall is compliant with the Fire Safety Act.
  • For work where a building permit may be required, proof of permit is required before any funds will be released. Any unpaid funds from the Municipality will not be released until all permits from the Municipality are closed.

Community Recreation Programming Assistance Grant - (Application Deadline MAY 1, 2026)

This grant program supports community organizations that deliver recreation programming for people of all ages across the County of Kings. Funding may be used for programming costs, part-time staffing, or program equipment, and can support both and existing programs, including leadership, leisure, or group learning activities.

Funding Assistance Available

  • Organizations may include multiple programs within a single application.
  • Up to 100% of a program’s net cost (eligible expense less revenue) may be funded.
    • Funding is limited to a maximum of 50% of the total cost of any one program.
  • The maximum combined grant funding available to any one organization is $10,000.

Graduation Event Assistance Grant - (Application Deadline MAY 1, 2026)

To celebrate the achievements of graduating students at each of the five (5) high schools located within the County by assisting with the costs of graduation events.

Funds may be used toward events for graduates such as Safe Grad, Prom, Prom Parade, etc. No other funding for graduation related events will be awarded through any alternative grant program.

The Municipality supports participation in Safe Grad activities and initiatives that aim to eliminate accidents and incidents by promoting safe practices among graduates and avoid dangerous situations with alcohol and drugs.

Funding Assistance Available
  • Up to $1,000 for each of the five high schools in Kings County.
Applications will only be accepted from the following high schools in Kings County:
  • Northeast Kings Education Centre
  • Central Kings
  • École Rose Des Vents
  • Horton High School; and
  • West Kings District High School.

Councillor Grants to Organizations Grant - (Application Deadline JUNE 1, 2026)

Through this grant program Members of Council may support requests from eligible community organizations with initiatives that do not fit within another Community Grant program. Each Member of Council is provided all applications, and at their discretion decides how to allocate their portion of the total program budget in support of community initiatives. Funding decisions are at the discretion of individual Members of Council, with all payments issued to the recipient by the Municipality.

Funding Assistance Available
  • A maximum of $7,500 can be awarded to any one application

The budget for this program is determined annually during budget deliberations, with each Member of Council allocated an equal share. Each Member of Council determines the amount of support they wish to provide to any one organization’s application. At their discretion, Councillors may select one or more project from any District to receive funding.

Please Note: Organizations that have received funding from any other another program under the Community Grants Policy are ineligible to receive funding under the Councillor Grants to Organizations fund.

Community Grants Accountability Reporting

All Community Grant recipients are required to submit a report on the use of municipal funds. Submission of this report is required for any future funding applications to be considered.

Grant Recipients should refer to their award letter for specific accountability requirements.

In general:
  • Awards of $7,500 or less: Applicants are required to submit a summary of how the funds were used.
  • Awards of more than $7,500 and less than $30,000: Proof of actual expenses and payment is required.
  • Awards between $30,000 and $50,000: Proof of actual expenses and payment, internally approved financial statements, and proof of acceptance by the organization’s Board (financial statements signed by the Chair of the Board and one other member) is required.
  • Awards for more than $50,000: Require proof of actual expenses and payment, and a review engagement.

District Activity Fund

In January 2026, Municipal Council adopted new Policy FIN-05-029 District Activity Funds. This Policy enables Members of Council to provide modest financial support to eligible non-profit organizations for local initiatives that are located within, or provide a benefit to, their district. This program is designed to deliver support in a clear, transparent, and efficient manner.

District Activity Fund

Through this Policy, Members of Council may support funding requests from eligible non-profit organizations that are located within, or provide a direct benefit to, their electoral district. Funding decisions are made at the discretion of individual Councillors, with approved funds issued to recipients by the Municipality.

Maximum Assistance Available
  • Up to $250 per organization per fiscal year.
Eligibility and Restrictions

To be eligible, an organization must meet one of the Non-Profit Organization criteria below and be located within or provide a direct benefit to the District it is applying for funding from;

  • A non-profit club, association or organization registered and in good standing with the Nova Scotia Registry of Joint Stock Companies;
  • A ‘registered charity’ under the Income Tax Act; or,
  • An unregistered athletic, educational, environmental, cultural, community, recreational, sporting, or social organization able to provide documentation demonstrating non-profit status, including proof of a bank account in its name, a listing of signing officers, and evidence of operations as a non-profit entity.
Please note:
  • Organizations that have received funding for the same initiative through any other municipal grant or funding program during the same fiscal year are not eligible.
  • Organizations funded through this program may still be eligible to apply to Community Grants or other municipal funding programs, provided it is for a different initiative.
Application Process and Deadline
  • No set deadline - Applications are accepted continuously throughout the year - once a Member of Council's annual allocation has been fully expended, no additional funds are available.
  • Applications must be submitted prior to the completion of an initiative.
  • Applications must be submitted to a Member of Council on this form and must include all relevant information.
  • The Member of Council will review and discuss the initiative with the applicant and, if supported, sign and forward it on to the Grant Administrator for confirmation of eligibility and processing.

Municipal Bursary Program

Valuing Education, the Municipality of the County of Kings offers bursaries each year to assist in reducing barriers for local students to pursue further educational opportunities, and to enhance the ability of young people to make meaningful contributions to their communities.

Municipal Bursary Program - (Application Deadline MID-MAY, 2026)

Valuing Education, the Municipality of the County of Kings offers annual bursaries to help reduce financial barriers for local students graduating from eligible high schools as they pursue further educational opportunities and prepare to make meaningful contributions to their communities.

Program opens in March each year, inviting Graduating students to submit a short essay responding to a provided question.

One bursary of $1000 will be awarded to the highest scoring essay from a graduating student from each of Kings County’s six high schools:

  • Central Kings Rural High School
  • École Rose-des-Vents
  • Horton High School
  • Kings County Adult High School
  • Northeast Kings Education Centre
  • West Kings District High School

*Student applicants must be a resident of Kings County (municipality) to be eligible.

School Food Funding Program

The Municipality of the County of Kings recognizes the value and importance of school food programs and access to nutritious and healthy food as a means to improve student health, well-being, and success at school. Municipal Council has adopted Policy FIN-05-022 School Food Funding Program to provide support to help ensure school food programs are properly resourced, making nutritious food more accessible to all students - especially those that need it most.

School Food Funding Program - (Application Deadline FALL, 2026)

The Municipality of the County of Kings recognizes the value and importance of school food programs and access to nutritious and healthy food as a means to improve student health, well-being, and success at school.

Municipal Council has adopted Policy FIN-05-022 School Food Funding Program to provide some financial support to help ensure school food programs are properly resourced, making nutritious food more accessible to all students - especially those that need it most.

This Policy demonstrates Council's commitment to improving access to nutritious, healthy food for students in a way that considers equity across the primary and secondary schools serving students of the County of Kings.

Eligible Schools will be contacted in the Fall to complete a School Food Program Funding Form should they wish to be included in the program.


Town and Village Recreation Funding

The Municipality of the County of Kings is committed to supporting recreation services that benefit residents across the county. Through Policy FIN-05-019 Town and Village Recreation Funding Policy, the Municipality provides funding to support towns and villages operate recreation facilities and programs, reflecting Council’s commitment to accessible recreation opportunities for all.

Town and Village Recreation Funding Policy Information

In 2018 Municipal Council adopted Policy FIN-05-019 Town and Village Recreation Funding Policy to establish a fair, consistent, and equitable framework for funding town or village owned/operated recreation facilities and programs that serve Kings County residents. This Policy demonstrates Council's ongoing commitment to supporting quality recreation services to the community.

Eligible organizations will be contacted directly to provide information, including facility inventory, through an application information form each year.


Recreation Directors Salary Funding Share program

For the past several years, Municipal Council has included funding within the annual Municipal Budget for any Village, or Commission serving a Village, that employs a full time Recreation Director who provides programs and services accessible to all residents.

Funding of up to 50% of the full-time Recreation Director’s gross salary, to a maximum of $20,000 per year, is available.

Eligible organizations will be contacted annually to complete an application form to request funding for their full-time Recreation Director employed for the current fiscal year.
