                  FOR IMMEDIATE RELEASE:  MUNICIPAL COUNCIL ADOPTS  NEW MUNICIPAL PLANNING
                                             STRATEGY & LAND USE BY-LAW.

             KINGS COUNTY, NS: The Municipality of the County of Kings wishes to advise the public that on
             November 21, 2019 Municipal Council adopted a new Municipal Planning Strategy and Land Use
             By-law.  These documents represent the culmination of eight years of work by Municipal Council,
             Planning  Advisory  Committee  and  Municipal  Staff  consisting  of  over  100  public  meetings
             including  open  houses,  a  public  participation  meeting  and  a  public  hearing  as  well  as  over
             eighteen Planning Advisory Committee meetings.

             The Municipal Planning Strategy (MPS) is the main policy document related to development and
             land use within the Municipality.  It sets out a vision for the Municipality and outlines goals,
             objectives  and  policies  to  achieve  the  vision.    The  Land  Use  By-law  (LUB)  is  a  companion
             document to the MPS and implements the policies through regulations primarily related to use,
             access and the location of buildings on a property, in addition to other matters.

             The Municipality thanks members of the Planning Advisory Committee and the public for their
             participation throughout this process.

             The new planning documents refocus the approach to planning used in the Municipality since
             1979: protect agricultural land and foster the development of vibrant Growth Centres.  The new
             documents better protect agricultural land through the elimination of development of pre-94 and
             poor  soils  lots  which  made  up  94%  of  all  non-farm  dwelling  permits.    Zones  within  Growth
             Centres  now  permit  a  broader  array  of  uses,  including  more  mixed  use  options  and  better
             accommodate innovative uses and approaches to development at higher densities.

             The MPS and LUB have been sent to the province for review and approval.  The province has 90
             days to review the documents and can approve, amend or refuse the documents in part or in their
             entirety.  Until the Municipality receives notification from the province that the review is
             complete, both the old and new MPSs and LUBs remain in force.  Anyone applying for a planning
             application or development permits are required to meet the requirements of both documents.

             Next steps for the Planning and Development Services department include the completion of an
             updated Subdivision By-law and the New Minas Secondary Plan.
